Thank you for your letter No. HKK 10/9
of 11th June, 1970, about the defence contribution. I am afraid the short answer is that we are not yet really in a position to give a fully logical answer to the questions in paragraphs 7 and 8 of your letter of 9th October, 1969. We cannot do so while we are still unable to arrive at a logical total figure for the annual contribution: but this letter does put forward a tentative proposal.
2. In trying to arrive at a logical total figure based on the cost of the garrison, I am afraid we have so far been stymied (along the lines we have presently been working) by too many

imponderables in the available data: particularly as regards capital costs. First, the figures we have we find difficult to interpret for our purposes. It appears next that some of the figures depend on what may or may not be the mix of Gurkha to British troops. The costs we have, also, are at current levels presumably meaning at the time they were worked out, whenever that was. It further appears some of the work has (or may get) Treasury approval, some may not or at least that the Treasury has not committed itself on the subject. Then again, it is difficult to ascertain what items would be of potential value to us, or could justifiably be paid for by us, and what would not so qualify.
