HONG KONG DEFENCE CONTRIBUTION

Will you please refer to my letter to you of

11 June on the above subject.

We have now heard from the Governor on this

matter.

In brief, despite the considerable amount

of work that has been done on this exercise in

Hong Kong, the Governor states that there are so

many imponderables in the available data (particularly

as regards capital costs) that they have been unable

to arrive at any logical total figure for their

contribution which can be based on the cost of the

Garrison. In the Governor's own words:

"First, the figures we have we find difficult

to interpret for our purposes. It appears

next that some of the figures depend on

what may or may not be the mix of Gurkha

to British troops. The costs we have,

also, are at "current" levels - presumably

meaning at the time they were worked out,

whenever that was. It further appears

that some of the work has (or may get)

Treasury approval, some may not or at

least that the Treasury has not committed

itself on the subject. Then again, it is

difficult to ascertain what items would

be of potential value to us, or could
