promoting confidence in them; and it is clear that our partners
agree with this view

In deciding what our contribution should be, we had to
take account of the constraints upon us that I have mentioned:
but we have decided to provide those forces which would best
complement the forces which our partners had already decided
to contribute, and we believe that by doing so we have ensured
that our contribution will be as effective as possible. I am
convinced that the forces of the Five Powers will together have
the capability to provide an effective fighting force and I am
confident that the new defence arrangements will be successful
in promoting confidence in the area and in helping to preserve
stability.
