REINFORCEMENT OF THE HONG KONG GARRISON

You will no doubt have seen DP 31/70(Final). recommendation at paragraph 3 of the cover note is that if the Chiefs of Staff approve the report, they should forward it to the Secretary of State for his information. SECCOS has queried with me whether, in view of the proposal in the paper that the requirement for the extra major unit to bring the garrison to 73 major units should be extended from 72 hours to 7 days, and as the earlier requirement was endorsed by Ministers (I believe in 1968), this proposal should not go to Ministers for approval.

As Hong Kong is really your subject rather than mine you may like to consider whether this proposal needs to go to Ministers, and if so, what would be the best context in which to put it to them. You will no doubt advise DUS(P) on the point before the Chiefs of Staff take DP 31/70(Final) next Wednesday, 16 September.
