During the Secretary of State's tour it was recognised that the Anglo-Malaysian Defence Agreement (AMDA) does not reflect the realities of the political situation or of HMG's resources. It was accepted that the now defence arrangement should be centred on an equal commitment by all five governments to consult. Malaysian and Singaporean governments expressed no views beyond this. However, at the time of the S of S's tour the Australian and New Zealand Goverments appeared to be keen (2) that there should be a joint or integrated ANZUK Command, if only for training, logistic and administrative purposes; in any event the Australian and New Zealand elements would be combined.

Overall political direction on a five power basis will be needed and the relationship between the military commanders and the political structure will, in due course, need to be defined. However for the purpose of this paper we consider only the military
command structure.
POSSIBLY SYSTEMS

There are threc basic command systems which need to be
considered:
a.

An integrated five power system.
Separate ANZ and UK command systems, with as much integration of logistic and other facilitics as possible, and with five power consultation and co-ordination.

A three power integrated ANZUK system with five power military consultation and co-ordination.
