2. I should be grateful for an agreed statement by Hong Kong Department/Far East Department of the political implications of withdrawal of a battalion from the Hong Kong Garrison from September 1970 onwards to meet the Northern Ireland contingency, by noon on 20 May.

3. You will recollect that the present strength of the Hong Kong garrison is 6 2/3 major Army units. The garrison is scheduled to increase to 7 2/3 major Army units in August/September 1971 consequent upon the withdrawal of British forces from their stations in Malaysia/Singapore.
