Fixed-Wing Flying Training

Mr. Wall asked the Minister of State for Defence if he will make a statement about future fixed-wing flying training for the Royal Navy.

Mr. Kirk: This question is being con- sidered as part of wider studies which are currently in progress but I am not yet ready to make a statement.

Dockyards (Apprentice Group Instructors)

Mr. Judd asked the Minister of State for Defence whether he will make a state- ment on the future status of apprentice group instructors in Royal Naval Dockyards.

Far East Forces

Mr. Adley asked the Minister of State for Defence what is the number of British forces presently stationed in Hong Kong and the number of British forces presently stationed in Malaysia and Singapore; and what future level of forces he plans to maintain in Hong Kong.

Lord Balniel: Members of the three Services-including Gurkhas and locally enlisted forces-stationed in Hong Kong numbered at 1st April, 1970, about 9,500; and in Malaysia and Singapore at the same date about 28,000. These figures include personnel serving at sea. Regarding the latter part of the Question, it is not the practice to disclose details of future planned force levels. However, it is the intention to maintain a garrison in Hong Kong sufficient to fulfil our responsibilities there.

Mr. Adley asked the Minister of State for Defence what is the annual cost of

maintaining British forces at their present level in Hong Kong and the annual cost of maintaining British forces at their present level in Singapore and Malaysia.

Lord Balniel: We cannot give a meaningful figure of budgetary costs for

would have to be used in allocating to particular theatres such major elements as the related costs of the home base. Local defence expenditure for 1970-71 on the basis given in Cmnd. 4290, Annex H, Table 1, has been estimated as follows:

Hong Kong-£11 million (allowing for a cash contribution by the Hong Kong Govern- ment).

Singapore and Malaysia-£47 million.

UNITED STATES POST APOLLO PROGRAMME (EUROPEAN

COLLABORATION)

Q12. Mr. Dalyell asked the Prime Minister if he will discuss with Herr Brandt and President Pompidou methods of European collaboration in the United States post-Apollo programme.

The Prime Minister: This will be dis- cussed at the forthcoming European Space Conference.

Q14. Mr. Heffer asked the Prime Minister what action he is taking to co- ordinate the work of Ministers respon- sible for price levels of all commodities with a view to their reduction; and if he will make a statement.

The Prime Minister: The work of my right hon. Friend the Secretary of State for Employment and Productivity and the Ministers concerned with particular com- modities is already co-ordinated in this field.

Mr. Arthur Lewis asked the Prime Minister whether he will ensure that wherever possible all statements con- cerning Government policy and pro- grammes are announced first to the House of Commons; and whether he will take action to prevent premature disclosure to the Press from Government Departments on matters which are required to be first reported to Parliament.
