The subject of this letter

a major increase in the educational facilities in this Colony is probably too vague to be described as a market pointer for the purposes of the Export Intelligence Service. Nevertheless, it has considerable potential value for British exports both in constructional materials and equipment and in more specifically educational accessories.

I enclose a copy of a piece cut of the Hong Kong Government Information Bulletin on this scheme. This is an attempt to provide primary education for all Hong Kong children by 1971 and post primary education for all children between 12 and 14 by 1976. It would involve a capital expenditure of 250. million (£17,188,037) and an increase in recurrent costs of secondary education by 63. million (£4,331,385).
