This

Very glad to hear that the Governor now expects that

it will be pussible to introduce free primary education in

Government and Government-aided schools early in 1971.

is clearly a result of a tremendous effort on the part of

the Hong Kong authorities over a period of many years.

Much impressed also by the plans for providing three years' aided post-primary schooling. (Para. 3 of Governor's

letter).

Accept that there are problems, particularly in

connection with the communist schools, in introducing

comprehensive compulsory education. (Paras 4 6 of

Governor's letter).

Most interested in Governor's alternative proposals.

Hope he will keep us in touch with developments. (Paras 7

and 8 of Governor's letter).
