Dear Thirs Welch
Consultations with Hong Kong
I am afraid the summary record of the informal discussions on the U.S. Trade Bill and the U.S./ Japanese textile talks held with the ilong Kong delegation on 25 November, and attended by Mr. Carey, has been held up by illness in this Department. However, I now attach it, and would much appreciate your confirming from Mr. Carey that the Hong Kong proposal and the UK attitude towards it are correctly de scribed.
2. May I take it that the draft referred to in paragraph 4 will be produced by your Department, if there is no major objection to the Hong Kong proposal?
Yours EveR
