CHANCELLOR OF THE DUCHY OF LANCASTER
AND THE GOVERNOR OF HONG KONG AT THE
FOREIGN AND COMMONWEALTH OFFICE,

Mr. Rippon said that his visit to Hong Kong in
September had given him valuable background infor-
mation about the state of the Colony. At the

Ministerial meeting in Brussels on 27 October, the
Six had agreed to the association of our dependent
territories under Part IV of the Treaty of Rome,

the exception to this was Hong Kong, where the Six
had agreed to discuss the position in depth. We
had left our application for association for Hong
Kong on the table. Mr. Rippon said that he had
also referred to the question of Hong Kong's position
under the Generalised Preferences Scheme.
2. SIr David Trench said he and his officials were
grateful for this opportunity to discuss the position
of Hong Kong. He was also grateful for the efforts

arrangements that had been made to keep Hong Kong
informed of the progress of the negotiations.

issues involved in Britain's application for member-
ship of the Communities wo important for Hong Kong
