Mr. Kippon said that his visit to Hong Kong in September

had given him valuable background information about the Colony.

At the Ministerial meeting in Iuxembourg on 27 October, the Six

had agreed to the association of our dependent territories under

Part IV of the Treaty of Rome, with the exception of Hong Kong, where the Six had agreed to discuss the position in depth. We

had left our application for association for Hong Kong on the

table. Mr. Rippon said that he had also referred to the question of Hong Kong's position under the Generalised

Preferences Scheme.
