Problem

The Governor of Hong Kong has telegraphed (Hong Kong)
telegram No. 740) expressing "considerable anxiety" at the
way in which we are pressing ahead with the Six in negotiation
on the subject of Hong Kong. He has suggested that we should
take no further action in negotiations over Hong Kong until
Hong Kong Officials have had a chance to discuss these matters
in detail with UK officials in London.
'2. In an earlier telegram (Hong Kong No. 738) ne emphasised
the desirability, in Hong Kong's view, of keeping as separate
as possible the issues of Hong Kong's inclusion in the UNCTAD
Preferences Scheme and her general relationship to negotiation
Recommendation
3. I recommend that the attached telegram should be sent
to the Governor, explaining why, in our view, it is necessary
to press on with these issues at the negotiating table. The
telegram has been cleared with Hong Kong Department and Trade
Policy Department in the FCO, and with the Department of Trade
and Industry.

4. The draft reply to Hong Kong is based on CUDEL telegram
to FCO No. 155.
