Consultations with Hong Kong

European Integration Department is not willing to take on the organisation of consultations with Hong Kong officials. They maintain that it is the respon- sibility of the geographical Department concerned.

I have thereafter drafted a submission recommending that discussions are held from 23 to 25 November and that a car should be provided for the Hong Kong deleg- ation and a luncheon given to them by H.M.G.

3. David Sellers tells me that his office will take care of accommodation for the Hong Kong officials. He is checking whether a car was provided for them during the 1967 talks. If the FCO give a luncheon for Hong Kong officials, the latter will probably wish to give a return luncheon. Sellers mentioned that the talks will be followed with much interest in Hong Kong and he hoped that it would be possible to issue a press communique beforehand for consumption in Hong Kong. will submit a draft release for your consideration.
