Hong Kong and the EEC
We propose to have talks with Hong Kong officials from 23 to 25 November about the problems arising for Hong Kong as a result of our decision to negotiate
entry into the EEC. It is likely that the Hong Kong delegation will wish to take this opportunity to raise
other questions not directly connected with the negotia-
tions with the EEC for example, the proposed delega-

tion of authority in trade matters, the tariff on
cotton textiles from 1 January, 1972, and, possibly, Hong Kong's position under GATT.
2. As a first step, it is necessary to confirm that
the dates proposed for the talks will be convenient to
all those who will be involved on our side. I should
therefore be grateful if you could telephone me con-
firming that you or your representative will be able to attend the consultations. If the dates are generally convenient, the attached draft submission will be sent
forward. Thereafter detailed arrangements for the
talks will be circulated, indicating the dates and times
at which particular items will be discussed.
