The points you raise emphasise the desirability

of discussions between us at an early date. Owing to

other commitments, the earliest suitable date for these

would be 23 November. This date is suitable to Mr.

Rippon, who would open the consultations, and the

Governor has advised his intention of attending the

opening session also. It is envisaged that the

consultations would last for three days.
