The Governor of Hong Kong began by requesting:

point which would reassure Hong Kong and might have

some influence on other donors. Mr. Iam confirmed that

this was so, but that any UK statement on beneficiaries

was premature. There was no objection however to Hong

Kong officials reassuring the territory on the matter.
