7. During the second round of talks the
British delegation made it clear that they
ser difficulty in making out a case to
the Six for limited preferential access to
the enlarged community for Hong Kong's new
products. Mr. Cowperthwaite, on behalf of
the Hong Kong delegation, summed up both rounds
of talks by saying: "The Hong Kong Government
have decided that in general they should not
ask Britain to make any specific demands to
the Six on Hong Kong's behalf; but this was
subject to Britain's own views. If Britain
decided that she would accept a straight-
Porward annangement for the progressive appli-
cation of the CET to Hong Kong's exports,
Hong Kong would not object to that conclusion;
but they would hope in that case that
Britain would seek the longest transitional
period obtainable". Mr. Cowperthwaite also
stressed the desirability, in long Kong's
eyes that HMO should issue a unilateral

declaretion of continuing responsibility for
Hong Kong (see paragraph 4(f) above).
