HONG KONG AND THE EEC
I enclose a draft brief prepared for the meeting on 23 Novem- ber between ourselves and Hong Kong officials, to discuss our EEC negotiating position in respect of the territory. I hope it will be possible to clear this brief by correspondence, without the necessity of holding a meeting. I should be grateful for your comments by lunchtime on Thursday, 19 November.

As agreed previously, the brief covers our attitude towards Hong Kong in negotiations, not the position on Hong Kong after negotiations as regards the GATT, preferences etc., etc.
As you know, these will be discussed at other sessions with Hong Kong officials.
3. Some revision to the brief may be necessary in the light of the Deputies Meeting on 17/18 November.
