negotiations. It has been cleared with interected Departments in

with Hong Hong's exports to the UK, the US and the EEC.

at which the Governor will also be present, at 12.15 in Room 102 of the
Foreign and Commonwealth Office, Downing Street East. I recommend
that he should open the round of talks by speaking briefly about his
interest and concern for Hong Kong.
5. Sir C. O'Neill has agreed to chair the session(s) of official
talks dealing with strictly EEC matters, and Mr. Bottomley or Mr.
Gallagher will chair the others. I am submitting separately to Sir C.
O'Neill on this.
