I attach a copy of a letter to the Chancellor of the Duchy of Lancaster from the President of the Chinese Manufacturers Association of Hong Kong. Mr. Rippon has asked for a considered reply and I attach a draft. I should be grateful for your comments and those of other recipients of this letter by close of play on Thursday, 8 October.

I realize that we are hampered by the absence so far of any official records of Mr. Rippon's talks in Hong Kong, but I think a reply to Dr. Chuang cannot be delayed any longer.
