In Mr Woodhead's absence on leave your draft paper on Hong Kong has come to me The statement in para 27 does not correctly reflect the position on the UK's ability to retaliate on Hong Kong's behalf. The last sentence should be omitted, 27 and the following sentence inserted:
"Furthermore the view of the FCO Legal Advisers is that the UK cannot properly retaliate against a country in respect of action which the country takes in relation to Hong Konɛ."
I have also shown the paper to Miss Elliott who has been dealing with the non- cotton textiles issue. She suggests that para 17 be amended and that the third sentence should read:
"The talks with Japan have recently broken down, and there is to be an informal four power meeting of the United States, EEC, Japan and the United Kingdom under the chairmanship of M Long at which the problem of textiles will be considered."
The rest of the paragraph should be omitted.
