NOTHING TO BE WRITTEN IN THIS MARGIN

CONFIDENTIAL

Mr. Rippon would probably not wish to tell

him of the proposal Mr. Rippon recently made

to Mr. Luns, promising KLM rights in Hong

Kong in exchange for Dutch support for our

claims on behalf of Hong Kong in negotiations.

It would also probably be unwise to be drawn

into a discussion about the development of

Mr. Rippon

Hong Kong Airport with U.K. aid.

may therefore wish to temporize on the se

questions, saying that the KLM problem is

under review, while the question of airport

development is one that we should wish to

consider in the light of what comes out of

our negotiations on behalf of Hong Kong.
