HONG KONG'S COMMERCIAL POLICY

The paper would not discuss the degree of Hong Kong's autonomy in commercial policy matters, but consideration might be given to dissuading the Hong Kong Government from concluding hasty, voluntary agreements with the EEC in the face of pressure. It might be that our influence for a liberal attitude would become more effective among the Six as our membership drew closer and that less restrictive attitudes might evolve.
