Dependent Territories (excluding Gibraltar and Hong Kong) and the West Indies Associated States

36. The Six agreed in the 1962 negotiations that association

under Part IV of the Rome Treaty (see paragraph 12 above)

would be available for all our dependent territories with

the exception of Hong Kong, Gibraltar and the three former

High Commission Territories. Hong Kong and Gibraltar are

dealt with below and the former High Commission Territories

in paragraphs 24-25. There is no reason to suppose that

for the other dependent territories, including those in the

West Indies which have since become Associated States, and

may conduct their own negotiations with the Communities, the

Communities will not agree to the previous arrangements

being revived.

37.

Theoretically it would be possible for our dependent

territories to be included at once in the protocol extending

the provisions of the Yaoundé Convention to them. However,

it would be administratively easier to delay their inclusion

until negotiations begin for a new Convention to include

independent Commonwealth developing countries. In that case

we should naturally ensure that the assurance in paragraph 35(iv)

and (v) held good for our dependent territories.

These will cover Malta, Cyprus, Gibraltar, Hong Kong
