I have one comment on your revised draft WGE (70)7 7 Revise, Negotiating Aims for the Commonwealth. (Your Minute of 8 May).
2. I think paragraph 32 rather understates the risk of United States opposition to the special arrangements proposed for the Commonwealth countries in the Caribbean, which is so close to home. (For that matter, they may not like the African arrangement much either.)
3. I understand Mr. Statham will shortly be asking our Embassy in Washington for an assessment of current United States attitudes to enlargement. When so doing he might wish to ask the Embassy to cover this specific point. In the meantime, I suggest that the second sentence of paragraph 32 might be changed to read: "This is certainly a possibility to be borne in mind"
