For Tonga and Brunei only. The
achievement of independence later this
year by your territory may involve some
change in the proposed relationship with
the enlarged Communities. The nature of
such a change cannot be predicted at
f
present, but we should expect the Government
of your territory to take a greater interest
in being consulted over the course of
negotiations than other dependent territories.
With representatives stationed in London
after independence, they would be in a
better position to take advantage of the
proposed arrangements for consultation with
independent countries of the Commonwealth.
6. For Montserrat only. As a member of
CARIFTA, the Government of your territory
will naturally be keeping in close touch
with independent states who are members of
CARIFTA. This should help in keeping them
informed of the progress of negotiations.
Should your territory become associated
with the enlarged Communities under Part IV,
and the independent members of CARIFTA
become associated with the Communities under
a renegotiated Yaoundé Convention, we should
see no problem in the continuation of the
present trading relationship between them.
Moreover the rules of the present Yaoundé
Convention do not preclude free trade area
relationships between associated states of
the Communities and non-associated states.
