CONSULTATION WITH DEPENDENT TERRITORIES

BRITISH ENTRY INTO THE EEC

I attach a draft telegram to the Governors, Administrators etc. of the Dependent Territories, informing them of the arrangements we propose to keep them up-to-date with progress in negotiations for our EEC entry.

The situation in 1962, during the previous negotiations, was that consultation with colonial governments, as they then were, was carried out mainly through circular telegram to all posts. When the particular interests of an individual colonial government were involved, the relevant authorities held consultations with British ministers or officials as convenient. Negotiations in 1967 were not far enough advanced for a regular pattern of consultations to have become established.
