I have the following comments on the draft telegram attached to your minute of 23 May.

If we are relying on a statement by Mr. Brown in 1967 to describe our negotiating position we anould give the reference number of the com.unication with which it was sent to the addressees or promise a further copy by air.

So far as the territories are concerned with which this Department deals, there arrears to be nothing in the draft which should not be shown to local Sinisters. The telegram need not therefore be in the erecual series. Indeed, if ad.rossees are to act on the instructions in caragraph 7, it must be in the open series.
4. on details of routine, the telegrans should be sddressed to a Jovernor or administrator and not to Hamilton, Nassau, etc., and the Virgin islands to which we wish it to go are the Britisa virgin islands.
5. In paragraph 5 of the draft the last sentence might better read, "le biall also be hay to brief as aspropriate the Representatives in seudun of such Governments as are represented here.'
6.
In paragraph 6, "your territory" should be re: laced by "Montserrat" whore it occurs (twice). in the fourth line "and the Associated States" should be inserted after "independent states".
