out, that they saw this Paper as indeed we saw it, as drawing attention to the difficulties we shall have to face and the problems we shall have to be concerned with in the negotiations. But only in a very few quarters, I think, abroad, has the suggestion been made that this indicates any unwillingness on our part to go ahead with the negotiation. As to effect on opinion in this country-no, I wouldn't claim that it increased the number of people who eagerly wanted to go in but I think it may well increase the number of people who, as I said in answer to an earlier question, are already a majority, who say: "Well, at any rate it is right to enter into the negotiations", because they now have the certainty that the Government

is not doing this without having made a serious attempt to count the cost first.
