I have received copies (for information) of several telegrams from the Secretary of State to the Governor of Hong Kong about the visit to this Colony of G. Raymond Bell (Treasury Third Secretary).

I understand he is coming here for financial discussions with the Hong Kong Government. If, however, he would like to see me during his visit, I shall be very happy to brief him on United Kingdom/Hong Kong trade and grateful for any background information about financial talks with Hong Kong.

In view of previous experience, in the event of his wishing to see me, I should be most grateful if the Hong Kong Government could be informed so that I could be fitted somewhere into his programme.

If, however, you consider there is no particular point in my meeting Mr. Bell, please ignore the above. I shall not be offended! I only want to make sure that he knows of the existence of this office.
