I mentioned to you that Mr. Blackwell, Senior Trade Commisioner in Hong Kong, had been enquiring whether Mr. Bell, during his forthcoming visit to the Colony from the Treasury, would wish to see him. I now enclose two copies of the letter he has written about this.

The British Trade Commission in Hong Kong, the only such Mission in a dependent

territory, is in a peculiar position, and with the best will in the world on the part of all concerned, there is a tendency for them to be overlooked. This explains the terms in which Mr. Blackwell has writtena and also explains why I am asking that you should be good enough to pass a copy of the letter on to the Treasury. I would not go so far as to suggest that Mr. Bell puts himself out,in a programme which will no doubt be busy, to pay a special call on the Trade Commission, unless it would suit him to do so. But we do want to make sure as Blackwell himself says that he knows of the existence of the office.
