sympathetic reply to my lamentations. I do not wish to flog this subject too much but I feel that the tendency for this office to be bypassed could be harmful to its efficient functioning and should be remedied somehow.

However, I am now convinced that there is little to be done at this end. Despite our excellent personal relations with the Hong Kong Government, they obviously consider us as a body in no way responsible to them and, therefore, no responsibility of theirs when it comes, for instance, to arranging for us to meet United Kingdom official visitors. The present Director of Protocol, who is an old friend of mine, does his best but gets nowhere.
As far as the Heath visit was concerned, there are, as you say, special reasons for my failure to meet him and I would not wish to pursue the subject. I only quoted this as a fairly typical example.

As you assume I would certainly not wish you to take the matter up with the Governor as this would almost certainly spoil our present good personal relations, However, in the case of the visit of Mr. Bell of the Treasury which I took up with you, you were kind enough to let him know of my interest in seeing him, if a meeting could be fitted into his programme and I gather that an effort will be made to do so. This seems, therefore, the way things should be done in future if you agree.
If, therefore, I hear of an impending visit in good time, I shall in future make a similar request. If equally your office hears of a visit, say of M.F.s or Ministers, perhaps you would be kind enough to ask them if they would like a meeting with the Senior Trade Commissioner to be included in their programme (it need not be in my office). If they do not think this would be of any value or if they have more
