Export of Cotton Textiles to Britain in 1969 and Overall, Group and Category Levels for 1970.

I enclose two sets of calculations by the Commerce and Industry Department in Hong Kong of shipments of restrained cotton textiles from Hong Kong to the United Kingdom in 1969 (including shipments in 1968 in anticipation of 1969 quotas) under the 1966/70 definitive arrangements, and of the 1970 quota levels in accordance with the Heads of Agreement between the Board of Trade and the Hong Kong Government.

I have been asked by the Commerce and Industry Department to make a number of comments on these figures. Firstly, as permitted under Section F of the Heads of Agreement (the anticipation provision) 709,734 sq.yds. of 1970 quota in Groups II, III and IV were shipped in 1969 (vide column (d)), thus reducing the effective aggregate restraint limit for these groups in 1970 to 191,802,008 sq.yds; this net figure includes 1% growth on the 1969 aggregate limit. The yardage anticipated from the 1970 quota was shipped in non-sensitive categories in Group II and therefore no adjustment to group limits or category ceilings is necessary. Secondly, all category ceilings have been increased by 1% in 1970 (see column (e)). Additionally, shipments in 1969 in categories 4, 9 and 16 reached 95% of the 1969 category ceiling (see column (c)) and in accordance with paragraph 5 of Section F of the Heads of Agreement, the ceilings for these three categories are further increased by 5% in 1970 (see column (f)).

Column (g) shows the 1970 levels whilst column (h) gives the 1970 effective restraint levels for administrative purposes in Hong Kong.
