I should therefore like to propose formally that the 1966-1970 Heads of

Agreement (with the additional categorisation of sheeting and sheets, negotiated

in September 1968) should be extended for the year 1971; that the 1971 quota

levels should be 1% higher than those for 1970; and that the 95% use/5% growth

formula set out in paragraph E.5 of the Heads of Agreement should apply to all

categories.
