Thank you for sending me a copy of your letter to Sloman of 18 September about the arrangements for imports of cotton textiles from Hong Kong during 1971.

We are very glad to see that you have included in your proposals the suggestion that the 95 uae 5% growth formula set out in Paragraph E5 of the Heads of Agreement should apply to all categories. However, from a presentational point of view and having regard to the background concerning the growth rate for Hong Kong's wide sheeting and sheets, we would prefer to approach the Hong Kong authorities in the form of the enclosed revised draft, and we hope you will feel able to agree to the line we have suggested.

3. I am sending copies of this letter, with enclosure, to Sloman in our Commodities Department, and to iss Elliott in the Board of Trade.
