De Geer told us informally that the pressure for restraints came not so much from the industry which, he said, they could handle, but from the Minister of Commerce, Herr Lange, who was determined to protect the Swedish synthetic shirt industry, and from the trade unions. Other points that may be of interest were the repeated offers of the Swedes to improve import restrictions as an alternative to export restraints (politely declined), and the absence of any attempt to advance the 'defence' argument for protecting the Swedish industry.
