In the event that the issue of Export Authorisations for

any item is suspended, at the request of the Swedish Government

in accordance with the procedure set out in the preceding

paragraph, it is my understanding that the Swedish Government

would be prepared to consider giving its consent to the extension

of validity of an existing Export Authorisation by a period not

exceeding 90 days, if it is satisfied that the failure to apply

for an Export Licence within the period of validity of the Export

Authorisation has been caused by circumstances beyond the control

of the person to whom the Export Authorisation was issued.

It is, as I explained, an essential part of this system

that the importing country should undertake to admit imports of

all goods covered by Export Authorisations issued before the time

at which the importing country requested that such issue should be

discontinued.

I should be grateful if you would inform me whether you

can agree that this system should be introduced on the basis that

I have described in the above paragraphs."

I take pleasure in informing you that the Swedish Government

agree that a system of Export Authorisations should be introduced

on the basis that you have described in your letter.
