Mr. Ho then suggested consideration of the level for underpants. Baron de Geer agreed and asked Mr. Henriksson to elaborate on the levels envisaged by them.

Mr. Ho pointed out that the level for (ii) proposed by Mr. Henriksson being based on 1968 figures was totally unacceptable as the trade was allowed to continue after the final consultations in Stockholm in June 1969. Mr. Ho went on to say that the level for w. & g. underpants of continuous synthetic fibre cannot be lower than that determined by the roll back formula. Since Hong Kong was called in April, it meant the 1969 Hong Kong export level of 5,382. He further stated that there were also ample good grounds for adopting the approved E/A figure of 6,767 as at 18/4/70. He concluded that a restraint level based on the following figures would be more reasonable:-

Mr. Henriksson argued that as the original quotas were based on Swedish import statistics the same basis should continue to apply.
Mr. Ho pointed that Hong Kong also based its view on Hong Kong statistics, but for exports. As often as not, the level finally agreed has been somewhere between the Swedish and Hong Kong figures. This was confirmed by Mr. Larsson.

It was then agreed tentatively that the level for the combined underpants item should be 6,200 with Baron de Geer emphasizing that the ultimate figure would have to depend on the rest of the package.

It was also agreed that the next plenary session should be reconvened on Monday, 1 June at 2 p.m. Meanwhile, a sub-committee meeting at which Industrial Advisers from both delegations would attend would take place in the afternoon at 4 p.m.
