Consultations between Hong Kong and Sweden

I am sure that we must give Hong Kong guidance on the way they should conduct their consultations with the

Swedes next week. We know from Mr. Sellers that they

are expecting this.

The problem is to decide how we can get over next week's hurdle and, at the same time, avoid damage to our

position vis-a-vis the Americans.

3. I have tried my hand at a compromise solution and

I suggest we should get a telegram off today

tomorrow at the latest on the lines of the attached

draft. If it would help, we could discuss this at a

meeting this afternoon.
