6. In order to avoid the danger of a serious setback to the liberalisation of trade and to sustain the G.A.T.T. system that has served well to promote freer trade, it is desirable that any U.S. proposals for restraints on her imports of non-cotton textiles should be pursued in the G.A.T.T. and limited to those items where damage to her domestic industry can be shown to be caused or threatened

by imports.
