and the canvassing of the views of all interested parties,

the Government of Japan is prepared to respect the conclusions

of that Commission as much as possible, in its discussions with

the United States.

The Government of Japan is of the view that, at a certain stage after discussions concerning the factual situation have progressed in accordance with the procedures set forth in

paragraph 6. or 7. above, it is necessary to change to

multilateral discussions to include other major exporting

countries. This position has already been stated in the Aide-

Memoire of this Embassy, dated February 10, 1970. The Government

of Japan considers it necessary that such discussions should be

connected in some manner with the umbrella of the GATT.

9. When the above considerations are met, and the understand-

ing and the cooperation of the industries concerned are secured,

the Government of Japan will be prepared to implement exports

restraints.

As has been stated in the above-mentioned Aide-Memoire of

this Embassy, export restraints can in no case be adopted with-

out the understanding of the industries concerned.

10. As stated in paragraph 2. above, the Government

of Japan

is unable to accept the proposal by the Government of the United
