Hong Kong's position in GATT on Textiles

I attach a draft telegram that Denzil Dunnett of the Board of Trade thinks we should send to UKMIS Geneva in reply to their telegram No.616.

2. I think the content of the draft is one for you and Far Eastern Department to give the main FCO view.

3. The main difficulty that I see in the approach advocated by Mr. Dunnett is that it takes no account of the susceptibilities of the Chinese Peoples Republic. You have better information on this aspect than I, But I would have thought that, apart from the other points advanced by Mr. Dunnett, this alone would be a strong reason for not accepting the suggestions made by Sir Eugene Melville.

The further amendments (paragraph 3 of the draft telegram) suggested on the delegation of authority front will presumably come out as a result of your letter of today to Mr. Dunnett.
