misunderstanding has arisen out of the passage at X of the Governor's telegram No. 525. We have not as yet clarified with the Governor the extent to which the terms of the delegation will need to be made known outside his closest official advisers. This is a point which we shall have to clarify when we send the revised draft despatch to the Governor. But I feel sure that we should if possible avoid issuing two despatches.

I now submit for authority to issue the attached draft letter to Mr. Dunnett at the Board of Trade enclosing the revised draft despatch.
