COMMERCIAL RELATIONS WITH HONG KONG

The points raised in your letter of 25 August were discussed at the reeting in Mark Heath's room on 2 September.

2. Your wish to be consulted in the event that Hong Kong intended to negotiate restraint arrangements outside the textile field 18 covered in peragraph 9 of the draft despatch to the Governor. To ensure that prior information of any intended negotiations is received from Hong Kong, this paragraph has been atrengthened and 1 enclose the revised áraft despatch for your consideration.

As is stated in the last paragraph of the draft despatch, the change in Hong Kong's position will come into effect without publicity. It is not intended that any public announcement should be made and, although the Covernor will almost certainly wish to tell his Textile Advisory Council and his Executive Council the gist of the delegation of authority, we will ask him to treat the despatch in strict confidence.

4. Although the Governor's suggested amendment to paragraph 9 of the draft despatch adding the words "in a form of words agreed with the Governor" would not preclude Whitehall Departments from putting matters to Ministers as they see them, we agreed at the meeting not to recommend acceptance of this amendment. It seems an unnecessary addition.

The draft despatch has been amended to include your suggested change in paragraph 7.

I hope that the draft despatch as now amended has your approval.
