would not now assist in this main objective, but that in sending it to the Governor we should in another confidential communication explain that we are prepared to make this move, on the understanding that in his view it will really in the long run facilitate his relations with his Councils, and not weaken Hong Kong's position e.g. in negotiation with the Common Market: and that, to avoid having to use our reserve powers, we look forward to maintaining close consultation on issues of textiles policy and commercial policy generally.

In the final sentence delete last four lines and substitute: "and that other interested parties be informed similarly. It seems best to inform other countries in advance of some particular matter arising on which we wish to dissociate our- selves from Hong Kong.
