Extend first sentence to read ; and there may exceptionally be incidents

where even an offer of independent negotiations could so seriously prejudice

our international trading interests (and, in our view, those of Hong Kong itself)

Kong were governed only by the GATT".

Add a new paragraph.

"As is noted in paragraph 12 above, we have to

reserve a right of veto in the last resort on independent negotiation by Hong

Kong. At this particular time such a situation pow obtains. Hong Kong has

expressed the wish to offer to the USA, effect, comprehensive restraint in

trade on non-cotton textiles, at time when the UK, the EEC and the Japanese

are attempting to prevent the establishment of such restraints.
