In third line insert after first word "cottons as such".

Paragraph 4

Replace by "It is recommended that we should be prepared in principle to

make a general delegation of authority in the field of Hong Kong's external

commercial relations covering non-cotton textiles, but that any such delegation

should be deferred until at least the four-power talks on trade, inter alia,

in non-cotton textiles, beginning on 27th July have been completed (see para-

graph 16(a), and be subject to review in the light of those talks."

Paragraph 6

At top of second page continue first line to read "and since then imports

from all other developing countries have been brought under control. Knitted

cotton textiles, principally undergarments, sweaters and leisure shirts, are not

subject to quota. Non-cotton textiles are also free of quantitative restrictions

from all sources except the Sino-Soviets and Japan (and we plan to liberalise

Japan within the next two or three years);". In last line delete "preferential".

Paragraph 8

On second page, line 9, replace xxx her" by "that she would continue to

enjoy". Replace last sentence by "Extension of LTA type restrictions would be

contrary to British trading interests, and the UK, for its part, is in any case

aiming to replace quantity restrictions under the LTA from January 1972 by simple

tariff controls with no limits on volumes."
