I am sorry to have to bother you once again about
these proposals to give the Hong Kong Government some
measure of freedom in their negotiations on textiles
with other countries.
2. We have still not cleared the form of the
"delegation" with other Departments, but I should be
grateful for confirmation that you see no difficulty in
the proposals set out in the draft despatch at flag A. As you will see, they hardly amount to an entrustment.
