3. The Americans also told us that the Lower House of Congress adjourns on 13 August and resumes on 9 September.

Against this background it seems clear that we must in any event await the promised American reaction (see paragraph 2 above), In the meantime it is important that nothing should be said publicly about the outcome of the meeting, going beyond Long's statement (Geneva telegram No.591). The situati on between the Americans and the Japanese and between the Administration and Congress remains extremely delicate and the possibility of progress might be prejudiced by publicity.
